Ulysses believed this place could be a new homeland to settle in. Unfortunately, the NCR annexed the territory. This drew Caesar's attention, who sent in a small army to deny the town and trade route. Despite Ulysses efforts to save the community from both armies, disaster struck when the Courier delivered a package from the former Enclave base of Navarro to the Divide for the NCR.
The package contained a device with launch codes for the nuclear missiles that lay dormant in the nearby underground silos. The device was somehow activated, and the missiles detonated, causing massive earthquakes and nuclear firestorms. The Divide was destroyed and most within were killed. Ulysses managed to survive thanks to several medical eyebots.
He blamed the Courier for the destruction of what could have been his new home, but was also inspired by the belief that even a single person could make or break a nation.
After returning to Caesar and learning of the Legion's defeat of the first battle for Hoover Dam, Ulysses was sent north as an emissary to the White Legs tribe.
There, he taught the tribe to use modern weapons and Legion tactics to eventually destroy the town of New Canaan. He was horrified when the White Legs braided their hair like his former tribe, the Twisted Hairs once did, as a way to honor him. Grant, who served as a Union General during the civil war, rather than the mythological figure Odysseus, who was known by the name Ulysses in Latin.
One criticism often aimed at the character is that he has an unorthodox way of speaking, brief and often confusing. But this is most likely due to the fact that he was a tribal before joining Caesar's Legion. All other tribes encountered in New Vegas speak in a sort of broken English, with some even using their own words, and Ulysses would have been the same as a member of the Twisted Hairs.
After spending time around other people fluent in the English language, he is quite a bit more coherent than say the Dead Horses in Honest Hearts, but it is not unthinkable that this was not always the case. Caesar has a reputation for making offers to elevate lesser tribes if they assist him, only to absorb them into the Legion once he has gotten what he wants fron them. This is exactly what happened to the Twisted Hairs. Ulysses watched as those that resisted were slaughtered and the others were given a choice; become a part of Caesar's Legion or meet the same fate.
Upon seeing him for the first time, Ulysses has obviously been crafted with a bit more care than the run of the mill NPCs peppered throughout the Mojave. But his head isn't actually a part of him and is classified in the game's files as a unique and unobtainable piece of headwear. Then, you brought it to an end. Had markings that matched those in the Divide. Not all Military markings, from some place the Bear had savaged in the West.
Maybe seeing those markings on it reminded you of home One I'd never seen before - or heard before. You carried that thing to the Divide. I know because I followed you as you walked the road, watched you do it.
You brought it here, to the community you built. And you are responsible for what happened after - when the device opened, started to speak. When it did, the Divide answered back.
Those missiles you've seen, buried in their silos. They exploded beneath the ground, cracked the landscape. Sand, ash You saw one locked in the silo beneath you. There's more Only takes a few of them, locked below ground, to tear apart the earth You'll see the extent - the miles of it, soon enough. You need to see it These packages you carried.
Think it wasn't your choice? Of course it was your choice. You could have stayed in the Mojave. But you chose to come, couldn't let be - not in you to let go. Came for no other reason than you were curious, restless - always have been.

Trivia Ulysses was originally meant to be in the base game although due to time constraints his story was pushed to DLC and a new story constructed around him.
Ulysses was going to be in the Cancelled Black-isle developed Fallout 3. He is named after the American general Ulysses S Grant who fought to unite warring tribes as Ulysses does. He still has some kind of respect or loyalty to Caesars's Legion.
