Where to find blue shards in white 2

There are no spots to farm specific colors of shards. Relic Passage and Reversal Mountain frequently have shards in the dust clouds that pop up, rather than the gems and stones you find in most other caves. There is also a Funfest Mission dedicated specifically to finding shards. I thought PWT gives you a random Shard everytime you forfeits?
